SoundCloud streams public tracks as 128 kbps MP3, and 128 kbps gives you exactly that file - the fastest choice.
192 and 320 kbps make a bigger file for players or editors that ask for those bitrates, but they cannot add detail that is not in the source.
Yes. Links like on.soundcloud.com/... and the full share text the app copies both work - paste them as they are.
Mobile links (m.soundcloud.com) and links ending in ?in= or tracking tails work too.
Private tracks (unless you have their secret link), removed tracks and tracks blocked in some countries cannot be downloaded. SoundCloud Go+ tracks only offer a 30-second preview to the public, so only the preview is available.
