JPG cannot store transparency, so those pixels need a solid colour. White suits documents and most web pages, black suits dark themes.
Soft, semi-transparent edges are blended with the colour you pick, so the outline stays smooth. If you need the transparency itself, ICO to PNG or ICO to WebP keep it.
An ICO file holds the same picture at several sizes, usually 16 to 256 px.
The largest one is ticked by default, because it gives the sharpest JPG. Tick more thumbnails to get every size, each named like icon-48x48.jpg.
Only small sizes inside? Open Resize - icons under 128 px are enlarged pixel-sharp.
