Instagram shows less and less to visitors who are not logged in, and it often blocks servers completely. When that happens we can sometimes only see the cover picture of a Reel or the first photo of a carousel.
We will never pass off a cover picture as the video. If Instagram blocks a download, the page says so - try again a little later, it often works then.
A carousel can hold up to 20 photos and videos. When Instagram lets us see them all, every item shows up as a tile - tick what you want and press Download.

You get the files Instagram serves to browsers - usually 1080 pixels wide for photos and the original upload quality for videos. We do not shrink or re-compress them.

When the Reel video is available, choose GIF, pick a size and length, and press Make GIF. You can also save the MP4 and use Video to GIF.
